In an oppressive future, the government sponsors an intense cross-country race where points are scored by running down pedestrians. Five teams consisting of male and female contestants compete using cars equipped with lethal weapons; but this time around Frankenstein, America's secret hero from earlier contests has made his return with one member from an underground resistance organization as his passenger.
